Notice of Intent to Sole Source Elsevier Clinical Key Subscription FBO Notice: VA701-15-N-0100 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only One Responsible Source Available, no other source will satisfy agency requirements." The VA intends to solicit and negotiate with Elsevier B.V.; Engineering Information; Radarweg 29; Amsterdam, Netherlands; to provide the Elsevier Clinical Key Subscription. These products include online full text journals, e-books, databases, and other knowledge-based information of the Elsevier Collection Clinical Key Subscription. The Clinical Key Collection is an established commercial product, and is used extensively by VA librarians, clinicians, researchers, and educators. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
