R--Notice of Intent to Sole Source: Advertising Services with Stars and Stripes Europe and Middle East

The Theater Contracting Center (TCC), located in Kaiserslautern Germany, on or about 5 August 2011 intends to issue a sole source award to the European Stars and Stripes for recruiting and retention advertising services in support of the 7th Civil Support Command; advertisements are to be published in the European and Middle East editions of the Stars and Stripes. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
