NASA/GSFC has a requirement for One each - basic clocking for configurable ramp,One each - Increase clocking speed to 500 kHz and One each - Window mode.NASA/GSFC intends to purchase the items from Teledyne Scientific & Imaging, LLC only. Thepurpose of this software is to support testing of the H4RG detector in the DetectorCharacterization Lab at GSFC for the IRAD project of 4kx4k HiViSi camera. The microcodesoftware is needed to operate a camera controller based on an application specificintegration circit, TSI Sidecar. No other company was found that can offer an equivalentsoftware product capable of operating our integration circuit, TSI Sidecar.Authority is FAR 13.106B(1) Only one source reasonably available.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 5, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
