R--PERMIT TO OPERATE RENEWAL

NASA Dryden Flight Research Center (NASA/DFRC) has a requirement for the renewal ofpermits to operate diesel equipment located at NASA Dryden Flight Research Center(Edwards, California); 1 job.NASA/DFRC intends to purchase these permits from the Kern County Air Pollution ControlDistrict (KCAPCD) of Bakersfield, CA in accordance with FAR 6.302-1 and U.S.C.2304(c)(1). KCAPCD is a state agency and is the only source to issue these types ofpermits.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00PM (PDT) on07/01/2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
