This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Ovid Technologies Inc., 100 River Ridge Drive, Norwood, MA, 02062-5030. Services will be from 05/01/2015 - 09/30/2015 with two (2) twelve (12) month option periods under NAICS 519130. The Vendor shall provide access to the Joanna Briggs Institute Evidence Based Practice (EBP) database with EBP appraisal, implementation, and management content and tools for use by VISN 16 healthcare providers and other medical professionals as required. This contract will result in a firm-fixed price service contract for all medical facilities in VISN 16. The period of performance shall be for five (5) months starting May 1, 2015 to September 30, 2015 with two (2) twelve (12) month option periods. Clauses 52.217-8, Option to Extend Services and 52.217-9, Option to Extend the Term of the Contract applies. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
