83--PROTOTYPE SPACE CARGO TRANSPORT BAG AND RADITATION SHIELDING PANELS

NASA/LaRC has a requirement for a Space Cargo Transport Bag/Radiation Shieldingpanel, 1 each.NASA/LaRC intends to purchase the item from ILC Dover LP in support of Space ExplorationsCritical tasks for radiation shielding. ILC Dover previously developed and NASA testedthis material under an Innovative Partnership Program award. It would take substantialduplication of time and money for another company to offer a similar tested product thatwould meet this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 8/18/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
