76--Notice of Intent to Sole Source Award to the American Physics Institute (AIP) Publishing for Subscription Renewal to Online Journals & Backfile Content Access

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is for access through an online portal subscription for which the Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), authorized by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Mission Installation Contracting Command at West Point on behalf of the United States Military Academy Library intends to award sole source, firm fixed price contract to American Physics Institute, Incorporated for one (1) base year and three (3) optional years to provide access to the following online journals from the American Institute of Physics (AIP) Publishing Select Package with Backfile Content Access from 1999 - 2017: - Journal of Applied Physics - Applied Physics Letters - Journal of Chemical Physics - Physics Today - Physics of Plasmas - Review of Scientific Instruments - Journal of Mathematical Physics - Physics of Fluids - Chaos This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
