NASA/MSFC intends to purchase this camera from Vision Research on a sole source basis. Competition is impractical for the following reasons: 1. This camera adds to the existing pool of Phantom Cameras and needs to be a direct replacement if one fails, therfore, needs to be compatible with this specific camera. 2. Vision Research is the only company that can provide this model of the Phantom model. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Denece A. Norris(ARCS) by email,
[email protected] or fax (256)544-5028 no later than 4:30 p.m. CST on August 2, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
