This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. NO RFQ will be prepared or made available for distribution. This requirement is 100% small business set-aside. Responses will be accepted only from qualified small businesses under the North American Industry Classification System (NAICS) code 333315, the applicable small business size standard is 750. The following item to be procured using brand name or equal, 1 each VSC-2000/HR (Video Spectral Comparator/ High Resolution) used for questioned document examination of inks, stamps, and obliterated writings. Unit has combined color/IR high resolution 3- CCD digital camera 1360x1024 pixels with x10 motorized zoom lens and supplementary lens providing magnification of approximatley 70, automatic iris and manual override; internal camera filter turret contain 15 filter position, (570- 1000 nm); secondary internal continuously variable interference filter (400-1000nm) operated in 4 nm incremental steps with 40nm; IR/visible tungsten halogen reflector light source variable intensity control; transmitted IR/visible light source with variable intensity control; UV light source; internal high intensity tungsten halogen spotlight source with 9 discrete wavebands from near UV to near IR plus white broadband; security printing, Windows NT Workstation 4.0 or 2000; Pentium PIII !GHz computer with HP DVD ROM x40 AGP with 32MB VIDEO RAM, CD writer; 21" Sony 520 Monitor; microspectrophotometer 400-1000nm, decoding and imaging software. Contractor shall provide one and a half days of Training and Installation. Shipping must be FOB Destination to Atlanta, Georgia. The following provisions are applicable to this acquisition (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.214-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52-212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. This procurement is a total Small Business Set-aside and award will be made utilizing the simplified acquisition procedures under FAR part 13.5 awardee must be registered in the (CCR) Contractors Central Registry. Offerors quoting on equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item The quoted item(s) must include price, product literature that list specifications. Award will be made on a all or none basis, price and best delivery time. All responses must be in writing.
