36--FABRICATION OF CUSTOM PHENOLIC CHANNEL IDENTIFIER PANELS

NASA/MSFC has a requirement for the fabrication of custom phenolic channelidentifier panels.NASA/MSFC intends to purchase the items from North Alabama Engraving and Stamp CO. Inc.for following reasons: 1. North Alabama Engraving and Stamp has already developed thecustomized template for the production of these panels, eliminating set up costs. 2.Acquisition of these panels from another source would result in the duplication ofprototype development time and expense.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/08/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
