This is a sole source announcement. No solicitation will be prepared or madeavailable. Space and Naval Warfare Systems Center, Pacific (SSC Pacific)intends to award a non-competitive indefinite delivery/indefinite quantity(IDIQ) sole source contract to ThermoAnalytics, Inc (TAI) a small business.This contract will be a follow-on effort and incorporate both Firm Fixed Price(FFP) and Cost Plus Fixed Fee (CPFF) pricing structures at the task orderlevel.The period of performance for the proposed contract will be a 12 month baseperiod from date of award, plus four (4) one-year options. This procurementwill be in support of the recurring task of developing/improving thermalsignature models through activities such as model development and live dataacquisition for a variety of sea, air, ground, and sub-surface targets. Thefamily of models will be developed, tested, and validated through the Multi-Service Electro-optic Signature (MuSES) prediction program that has beendeveloped by TAI. The typical development cycle includes the generation ofthe thermal signature scenarios as well as the simulation of their generalbehavior in the Infrared (IR) through MuSES software. After the scenarios havebeen tested and validated, they are incorporated within the Target AcquisitionsWeapons Software (TAWS) which is part of the Electro-Optical Tactical DecisionAid (EOTA) tool. The proposed contract action is for supplies or services forwhich the Government intends to solicit and negotiate with only one sourceunder the authority of FAR 6.302-1. This notice of intent is solely for publicrelease and not a request for competitive proposals.
