A--Notice of Intent to Award a Sole Source Contract for High Operating Temperature (HOT) Midwave Infrared (MWIR) Focal Plane Arrays

Synopsis: This is a notice of intent to award a Sole Source Cost Plus Fixed Fee Contract The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of the Night Vision & Electronic Sensors Directorate (NVESD) intends to negotiate with L-3 Communications of 7500 Innovation Way in Mason, OH, on a sole source basis. The goal of this effort is to baseline the current manufacturing processes and modify it to improve yield for 1024 1024 format, 25 m pitch high operating temperature( HOT) mid-wave infrared (MWIR) focal plane arrays (FPA)s, and mature the process to obtain high performance 2048 2048 format, 10 m pitch HOT MWIR FPAs. This effort is a follow-on action to Broad Agency Announcement (BAA) Contract W909MY-11-C-0030, which was competitively awarded in support of the Vital Infrared Sensor Technology Acceleration (VISTA) Program. The proposed contract action will leverage the research and development previously performed in order to further refine and develop advanced infrared technologies. The estimated period of performance is twenty-four (24) months. The resultant contract will be Cost Plus Fixed Fee (CPFF). It has been determined that L-3 Communications is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1; Only One Responsible Source. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Brett Allen at [email protected]. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
