The Government intends to increase the ceiling on existing contract W15P7T-08-C-K405, RESET of the Global Broadcast Service AN/TSR-8 Receive Suite. (TGRS) The increased ceiling amount will allow uninterrupted contract performance through 1 April 2011. The intended action is within the four year period of performance specified on the contact. It is a Time and Materials (T&M) type contract. In accordance with FAR 6.302-1 - Only One Responsible Source, the action will be conducted as a Sole Source with the incumbent contractor, Raytheon Company (Raytheon), Intelligence and Information Systems, 1768 Business Center Drive, Reston, VA 20190-5324. Raytheon is the original GBS integrator and developer and is currently providing repair services for the TGRS in support of the RESET Program for this item. Currently, only Raytheon possesses the specialized knowledge of the integrated GBS system and its components that is needed to be able to repair and RESET the TGRS, which is necessary to maintain the TGRS system in a fully operational condition. This effort will be accomplished by performing a full inspection, extensive cleaning, replacement of defective parts to include electronic, mechanical and moving parts, structural patches where required, application of any Applicable software upgrades to include firmware, Information Assurance Vulnerability Alert and security patches, applicable risk mitigation fixes, any applicable engineering change proposals and thorough testing for quality assurance.
