THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one year Fixed-Price agreement with Economic Price Adjustment (plus four option years) awarded to National Association of Farm Broadcasting of Platte City, MO for production services and distribution of audio public relations messages and news releases for private companies - and international, U.S. Federal and state agencies wishing to reach agricultural producers through broadcast entities that provide agricultural related news to rural America. The NAFB also provides tracking data following distribution to show which stations picked up the release. Anticipated Date of Award: 12/15/2016. The NAFB News Service is a member service of the National Association of Farm Broadcasters (NAFB). It is an Internet-based rural, agricultural and food-related news delivery service that reaches all members of NAFB, to reach and communicate with U.S. agricultural producers. 101 broadcast-entities - including 37 broadcast networks - are NAFB members. These broadcast entities serve roughly 1,800 radio stations coast-to-coast with agricultural programming. The NAFB News Service is a provider for international, U.S. federal and state agencies wishing to communicate audio public relations messages to U.S. agricultural producers.
