J--Maintenance and Repair of VIRGINIA Class Submarine Propulsors and Propulsor Tailcones

Naval Sea Systems Command, PMS 450, intends to issue orders on multiple occasions over a five year period under Basic Ordering Agreement (BOA) N00024-08-G-4130 with BAE Systems, Armament Systems Division, 4800 East River Road, Minneapolis, Minnesota 55421-1498. This will allow for the ordering of material and services necessary to receive, evaluate, inspect, maintain, disassemble, repair, overhaul, refurbish, assemble, and manufacture components for VIRGINIA (VA) Class Submarine propulsors and propulsor tailcones. This effort is in support of new manufacture and in-service ship availability. This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. BAE Systems is the sole producer and supplier of the VA Class propulsors and propulsor tailcones. As such, BAE Systems is the only source with the expertise, equipment, and comprehensive technical knowledge to satisfactorily perform the work under the orders contemplated herein. No other source has the technical qualifications and necessary resources to provide the supplies and services required.
