SOURCES SOUGHT NOTICE: The Department of Veterans Affairs Medical Center (VAMC) in Martinsburg WV, 510 Butler Avenue, Martinsburg WV, 25405 is seeking sources able to provide Internet Services that includes provision of business class internet service for 18 existing Wi-Fi Hot-Spots (AP's Access Points @ 20 users per AP) and routers that will support all internet service at the Martinsburg, West Virginia VA Medical Center, as detailed below in the Statement of Work. The Government is seeking to issue a solicitation under a set aside for Small Business to procure this service for a period of one year or could be longer. Large and small businesses are welcome to respond for informational purposes in the event no Small Businesses have the capacity to provide this service. PERFORMANCE WORK STATEMENT (PWS) Internet Services Contract 1.0 General Requirements 1.1 Contractor to provide Firm Fixed Price contract for services that includes provision of business class internet service for 18 existing Wi-Fi Hot-Spots (AP's Access Points @ 20 users per AP) and routers that will support all internet service at the Martinsburg, West Virginia VA Medical Center, as detailed below. 2.0 Existing Infrastructure 2.1 Contractor shall service the cable infrastructure, head-end, in all areas currently experiencing blackouts and poor transmission, and restore cable signal to affected areas. 2.1.1 Business Class Wireless Internet: 2.1.2 Total of 18 existing Wi-Fi Hot-Spot Locations detailed locations noted below. 3.0 Services 3.1 Business Class Internet: 3.2 Business Class Wireless Internet (Wi-Fi Hot-Spots): 3.3 Locations of Wireless Internet: 4.0 Locations 4.1 Hope Center Bldg. 213. 4.2 DOM Bldg. 502 Pods B & D. 4.3 Baker House Bldg. 21. 4.4 Internet Café' 5.0 Detailed Requirements 5.1 All wireless infrastructures must remain distinct and separate from any government owned networks. 5.2 Must not interfere with current or future wireless infrastructure used for business and medical equipment operations. 5.3 Provide a network filtering service and network filtering device that prevents users from visiting inappropriate sites. This service or device must allow the VA to manage additional blocking as per regulations and policies at the VA. 5.4 Provide a toll-free telephone support function for users to report and resolve issues. 5.5 Provision of services does not include a requirement for full time, redundant, fault-tolerant service. Service is to be provided 24x7, however, 100% up-time is not a requirement. " Develop an Installation Plan for new equipment, if required. " Perform site survey " Determine locations for wireless access points " Determine power requirements & availability. " Install Required Equipment " Develop a schedule to install equipment in a manner that minimizes common and patient area disruptions " Install and test all equipment " All equipment, etc. is to be tested and verified to applicable industry standards. " Test System Functionality " Ensure that wireless access sufficiently covers all areas indicated above " System Performance " Final test & certification. 5.0 Special Requirements 5.1 Provide a mandatory site visit prior to award. 6.0 Key Personnel 6.0 Key personnel will be identified in the proposal and shall be considered key personnel essential for the successful completion of the work performed under the contract. The contractor agrees that such personnel shall not be removed, diverted or replaced from the work without prior written approval of the Contracting Officer. The contractor shall submit written notice of proposed personnel changes to the Contracting Officer for approval at least thirty (30) business days in advance. Key personnel shall have a background check completed before the start of work. 7.0 Work Hours 7.1 The services covered by this contract shall be furnished by the contractor as defined herein. The contractor shall not be required, except in case of emergency, to furnish such services on a Federal Holiday or during off duty hours as described below. 7.2 Normal working hours: Monday through Friday, 8:00 a.m. - 4:30 p.m., excluding federal holidays. Federal Holidays: The 10 holidays observed by the Federal Government are: New Year's Day Martin Luther King's Birthday President's Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Christmas Any other day specifically declared by the President of the United States to be a federal holiday. When one of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday. 7.0 BILLING AND PAYMENT Invoices shall be submitted monthly, in arrears, and shall include at a minimum: " Date of invoice " Contract Number " Purchase Order Number " Vendor Name " Invoice Number " CLIN " Date of service 8.0 CONTRACT ADMINISTRATION Notwithstanding the Contractor's responsibility for total management during the performance of this contract, the administration of the contract will require maximum coordination between the Government and the Contractor. The Contracting Officer is the only person authorized to approve changes or modify any of the requirements of this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue changes that shall affect price, quantity or quality of performance of this contract. The COR shall be responsible for the overall technical administration of this contract as outlined in the COR Delegation of Authority. IN THE EVENT THE CONTRACTOR EFFECTS ANY SUCH CHANGE AT THE DIRECTION OF ANY PERSON OTHER THAN THE CONTRACTING OFFICER WITHOUT AUTHORITY, NO ADJUSTMENT SHALL BE MADE IN THE CONTRACT PRICE TO COVER AN INCREASE IN COSTS INCURRED AS A RESULT THEREOF
