It is the National Energy Technology Laboratory's (NETL) intent to award a contract on a sole source basis to Consol Energy, Inc. to purchase micro seismic monitoring data collected during the hydraulic fracturing of a stacked pay that includes horizontal wells in the Marcellus Shale, the Burket Shale, and the Rhinestreet Shale. This is considered a sole source under FAR Subpart 6.302-1 to Consol Energy, Inc. because they are the only only known entity that has collected micro seismic data during the stimulation of three superimposed shale units and the micro seismic data was collected using a monitoring geometry/protocol and quality assurance plan acceptable to NETL. All responsible sources may submit a challenge which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the items being requested. If no challenges to acquire this item are received by 3:00 PM ET on March 10, 2015, the government reserves the right to execute an award without publishing further notification.
