This synopsis is being issued in accordance with FAR Part 5.204, Pre-Solicitation Notices. PEO EIS has a requirement to provide the Department of the Navy (DON) with a Commercial-off-the-Shelf (COTS) end-to-end (E2E) Electronic Procurement System, capable of electronic processing of contract requirements from inception to closeout, while incorporating flexibility to interface with other electronic systems. This will be a full and open competitive acquisition. The NAICS code is 541512. The Government anticipates that the resultant contract will contain Firm Fixed Price, Fixed Price Incentive Fee, Cost Plus Fixed Fee, Firm Fixed Price/Level of Effort, and Cost Reimbursable Contract Line Item Numbers. This acquisition contains a base period of 15 months and nine option periods for a total period of performance of ten years (if all options are exercised).
