The purpose of this sources sought synopsis is to gain knowledge of potential qualified industry sources for providing goods and/or services to the United States Capitol Police (USCP), Security Services Bureau (SSB), Physical Security Division (PSD). All requirements listed below are mandatory unless otherwise noted. This Sources Sought Notice (Notice) is NOT a request for proposal and in no way obligates the USCP to award a contract for these goods and services. This sources sought synopsis contains the currently available information. The USCP requires a personnel screening system for detection of contraband to include explosives, weapons, liquids, metals, plastics, and ceramics. Requirements: The system sought shall be capable of providing the following: 1. Physical Characteristics a. The system shall have a foot print no greater then 150? long by X 72? wide b. Operator?s monitoring station should be concealed from general view c. The system shall not expose operators or personnel being screened to any harmful emissions that exceed limits identified in the Code of Federal Regulations or by Federal or local statute d. The system shall be listed by the Underwriter?s Laboratories 2. Detection Capabilities a. The system shall be intended for screening fully clothed personnel b. The system shall detect liquid explosives c. The system shall detect plastics and ceramics d. The system shall detect ferrous and non ferrous metals 3. Operation a. The screening process should not exceed 30 seconds per person b. The system will contain a training utility 4. Maintenance a. The system shall provide a minimum 3200 operating hours (10 hours/ day, 6 days/week, 52 weeks) mean time between failure 5. Auxiliary Functions/Features a. The system shall interface with a network and have remote diagnostic capabilities b. The system shall include permanently enabled privacy filters, if the risk of generating revealing personal images exists Instructions: Responses to this sources sought notice shall include: 1. A manufacturer?s specification sheet 2. A written narrative describing the system and its use 3. Photographs of the system 4. Written statements identifying any harmful emissions and the dosages of emissions operators or personnel may be exposed to 5. A written list, inclusive of cost, of all consumables required annually, assuming 3200 operating hours (10 hours/day, 6 days/week, 52 week) 6. Detailed annual maintenance requirements and projected costs, assuming 3200 operating hours (10 hours/day, 6 days/week, 52 week) 7. Written individual narrative response to EVERY requirement listed above that includes: a. Paragraph numbering identifiable to requirements listed above with restatement of the requirement b. Description of how your system meets the requirement c. Any specific limitations your system may have in fully meeting the requirement 8. Organizational information including your point of contact with telephone, fax, and e-mail address 9. Three references from Federal, state, or local agencies actively using the system for at least six months with current contact information (customer name, project name/contract number, address, contact name, phone number and email) Responses to this Notice are due to the POC no later than April 15th, 2008, at 4:00 PM EST and shall be submitted electronically via email only to the POC at
[email protected]. The subject line of the email message shall be: USCP2008-R-0007. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) 8 ? x 11 pages or 5 megabytes. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the USCP to information in any files attached to the response is the responsibility of the submitting party, Adobe PDF format is preferred. The USCP is not responsible for any failure to access vendor's information. The information contained in this notice will be the only information provided by the USCP during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by the USCP may be requested to submit a proposal in response to a future solicitation. The USCP will not be responsible for any costs associated with the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE USCP. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
