The Air Armament Center, Combat Support Systems, System Program Office at Eglin AFB, FL plans to issue a solicitation (request for proposal) for the Large Shelter System in late December 2003. It is estimated that responses will be due not later than 31 January 2004. All documents pertaining to this requirement have/(will be) electronically posted to http://www.eps.gov; a Request for Information (RFI) for this requirement was issued in March 2003 to the eps.gov web site. A Presolicitation Conference was held in August 2003. The solicitation will be conducted using FAR Part 15 procedures and will be awarded to the offeror(s) whose proposal conforms to the solicitation requirements, is considered technically acceptable, and will provide the “best value” to the Government. The purpose of this procurement is to replace the BEAR (formerly known as Bare Base) Aircraft Hangar (ACH) by using existing commercial technology, development of a new design, or a combination of both. The LSS primary goals are to provide an air transportable aircraft maintenance hangar to support existing and advanced fighter aircraft at expeditionary airfields worldwide. The Draft Request For Proposal (RFP) will be published prior to solicitation. The Draft Request For Proposal (RFP) will change before final publication.
