The Fleet Logistics Center (FLC) Norfolk Division Philadelphia intends to award on a sole source basis, for an on-line subscription based cost analysis and support services in support of the Office of the Assistant Secretary of the Navy (OASN) Naval Center for Cost Analysis (NCCA). IHS Global Inc provides access, search, and retrieval of its electronic databases and publications installed on its server at its facilities and made available through its search interface. The Pricing and Purchasing Service - North American Prices Module offers a reliable basis for improved cost planning, analysis, and savings over the performance life of a contract includes textual analyses along with quantitative query tools such as the Cost Analyzer and the Purchasing Analyzer. IHS Global Inc is the sole provider of several exclusive data sets required by NCCA. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with IHS Global since they are the only source with the capability of satisfying the government’s requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within seven days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 519130. The base period of performance shall be 1 February 2017 through 31 January 2018 and there will be no options associated with this procurement. This shall be the only notice as a solicitation will not be issued. The closing date of this synopsis will be 1430, Monday, January 31, 2017.
