The NAVSUP Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire the Golden Personality Type Profiler for the National Defense University (NDU), Washington, DC. It is anticipated that during a twelve (12) month period there will be a need for approximately 550 scoring licenses to support NDU’s students. This requirement will be for a base year of 12 months, plus four 12-month option period. Golden Personality Type Profiler is a proprietary self-assessment instrument. The Golden Personality Type Profiler is currently integrated into the Executive Assessment and Development Program (EADP) and the software that runs the EADP at National Defense University. FLC’s intent is to process this procurement on a sole source basis to Pearson-TalentLens, San Antonio, TX. FLC’s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13 (Simplified Acquisition) procedures. The Period of Performance is from 15 August 2016 through 14 August 2017, plus four one-year option periods ending 14 August 2021, if all options are exercised. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. However, all capability statements received by 2 August 2016 will be considered by the Government.
