The Internal Revenue Services (IRS) intends to negotiate a Firm-Fixed-Price (FFP) contract on a sole source basis with Motorola, Solutions, 7031 Columbia Gateway Drive, 3rd Floor, Columbia, MD 21046-2583. The IRS-Criminal Investigation Division currently operates a Secure Two-Way Motorola Radio System throughout the United States, including Guam and Puerto Rico, that was manufactured by Motorola, Inc. This requirement is to provide for the Installation, Programming and De-Installation of all IRS-Criminal Investigation Division radios throughout the United States, including Guam and Puerto Rico. Motorola, Inc. is the Original Equipment Manufacturer (OEM) and owns all proprietary data and patent rights to this equipment and software. While Motorola partners with small businesses, the work that Motorola provides through the system support utilizes Motorola's own technicians and no other firm can meet the limitations on subcontracting specified in Federal Acquisition Regulations (FAR) 52.219-14 for these types of services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
