D--This is a non-personal service contract for the network infrastructure upgrades and refresh requirements supporting these various locations and improving the current state of operations for the MoD Network Operations Center (NOC).

C-JTSCC/ Regional Contracting Center Qatar (RCCQ) is conducting market research for the following requirement: The MoD network links central command elements located in the Capital Region, Kabul and at each respective Regional Corps sites. It serves as the Command and Control (C2) for all primary communication infrastructures for the Afghan National Army (ANA) and links coordination services with the respective network infrastructures supporting the Ministry of Interior (MoI) and the National Directorate of Security (NDS) agencies. This PWS provides for all required network infrastructure upgrades and refresh requirements supporting these various locations and improving the current state of operations for the MoD Network Operations Center (NOC), six Corps locations, 111th Capital Division, ANA Special Operations Division HQ, Ground Forces Command, Afghan Air Corps, support for the new MoD building and the establishment of a back-up NOC (COOP) site to ensure continued operations in a disaster situation. The Contractor shall have 180 days for the period of performance from the date of award.
