Pre-Solicitation Notice (Intent to Sole-Source) The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 10), Cincinnati, Ohio 45220-2637 intends to solicit a RFQ for a sole-source procurement to provide locally targeted commercial spots and geo-targeting services (See Below), using a Firm-Fixed Price Sole-Source contract as the procurement method. The VA anticipates issuing a Firm-Fixed Price Contract (Sole Source) to CITICASTERS CO on or about 07/06/2018 for the required commercials spots and targeting services. Background: The Cincinnati VA Medical Center s public affairs office is looking to procure a combined package that provides effective communications, via local radio stations, as well as geo targeting capabilities for other media channels. The copy and content is solely controlled by the Cincinnati VA Medical Center Office of Public Affairs which will generally focus on VA Healthcare benefits, how Veterans can enroll, and the types of services and locations Veterans can access from the Cincinnati VA Medical Center. The contractor will also assist in producing copy based on Cincinnati VA Medical Center guidance and all copy will be approved by the Cincinnati VA Medical Center Office of Public Affairs prior to release. The use of these combined entities is part of the overall outreach plan of the Medical Center strategic initiative for growth of new unique Veterans which results in financial reimbursement to the Medical Center operational budget. Scope: Provide targeted radio communications and geo targeting to the Cincinnati and surrounding areas, in order to notify veterans of their benefits and accessibility. Specific Tasks (ST): ST #1: Provide 120 60 second commercial spots during programs that focus around local sports teams that have a high volume of listeners, on 700 WLW. ST #2: Provide 324 30 second commercial spots, focused on times between 6 AM 9AM, also known as prime time or peak driving times, on 55KRC. ST #3: Provide Geo Targeting services for the target area to allow for industry practices of disseminating information through different media avenues. Provide geo specific ads to target audiences that inform about local veteran resources. Performance Monitoring: The government will monitor the success of the services based on an increase in new Veteran growth within the Cincinnati VA Medical Center. It will be measured quarterly, from past FY17 to FY 18 data, of total number of Veterans using the Medical Center, based upon comparative data from quarter to quarter.
