Intent to Announce Request for Prototype Proposals (RPP) or Task Requests (TR) under the Vertical Lift Consortium (VLC) OTA

This is a Special Notice to advise interested parties of opportunities under a Section 815 Other Transaction Agreement (OTA) for Prototype Projects under 10 U.S.C. 2371b. The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Aviation and Missile Research, Development and Engineering Center (AMRDEC) has established an Other Transaction Agreement (OTA) with the Vertical Lift Consortium (VLC) for use by agencies that have a need to prototype new technologies related to Aviation technologies. The Government is seeking prototype projects designed to enhance mission effectiveness and to develop and mature technologies in the field of aviation technologies. Specifically, Aeromechanics Rotorcraft Structures Vehicle Management Systems Rotorcraft Subsystems Transmissions and Drives Systems Engines and Motors Other Power Sources & Electrical Survivability Human Systems Interfaces (HSI) Engagement and Effects Avionics and Networks Communications Demonstration & Prototype Flight Testing Autonomy & Teaming Flight Operations Operations Support and Sustainment Effectiveness Analysis Aerial Systems Concept Designs & Analysis Systems Only members of the VLC in good standing are permitted to submit proposals or whitepapers in response to a RPP or TR. The VLC is an open consortium with a low barrier for membership. Any issued Request for Prototype Proposal (RPP) will clearly indicate whether a follow-on production contract or transaction is contemplated. Companies that are part of the Academia, US Defense Industrial base as well as new and emerging non-traditional defense contractors and are encourage to join the VLC and participate in Federally-funded R&D projects.
