The U.S. Army Contracting Command-Aberdeen Proving Ground Natick Contracting Division has a requirement for protection enhancements for existing HDT AirBeam Shelters. The Government intends to negotiate on a sole source basis with HDT Engineering Services, Inc., operating as an Other Than Small Business located in Fredericksburg VA, under the authority of FAR 13.106-1(b)(1) Soliciting from a single source, only one source reasonable available. HDT has an Army production contract for AirBeam Shelters that provide significant weight, cube and deployment time for military shelters. These shelters are being used in Force Provider Base Camps and more recently adopted by the Army Medical Community for their next generation combat support hospitals. For medical functions, the ability to provide protection in a Chemical and Biological (CB) warfare environment is required, but not currently available in production. The objective of this effort is to purchase equipment for test and evaluation that will enable the current shelter design to operate successfully in a CB environment. The high pressure braided AirBeam Shelter technology is a proprietary technology protected via patents and SBIR data rights and only available from HDT. The North American Industry Classification System (NAICS) code is 314912. The Standard Industrial Classification (SIC) Code is 2394 and the Small Business Size Standard is 500. This is not a Small Business Set-Aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
