7E20--Notice of Intent to Sole Source to HillRom Clinical Workforce Solutions Software Maintenance Agreement

Notice of Intent. The Department of Veterans Affairs, Network Contracting Office (NCO)21 intents to award Sole Source to the Hill-Rom Corporation for use of its Software at the VA Southern Nevada Healthcare System, Las Vegas Nevada. Determination of this sole source procurement is in accordance with FAR 13.106-1 Soliciting Competition. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Only one source is capable a providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The system currently in use at the Hospital (Hill-Rom Navicare Nurse Call) is strictly proprietary to the Hill-Rom Corporation. No other vendor can provide the required Software Agreement. It is the government's belief that the proposed candidate is the So owner of the Hill-Rom software license; And is the only vendor that can meet the agency's needs. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. responses will be considered by the government; however, a determination by the government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the government. The application NIACS Code is 511210 and the size standard is $30 million. No telephone request will be accepted.
