99--Non Concurrent/Concurrent Volume License Agreement Software Service Renewal of DIADEM Professional Edition

This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Mission & Installation Contracting Command (MICC) White Sands Missile Range, NM intends to purchase Non Concurrent/Concurrent Volume License Agreement Software Service Renewal of DIADEM Professional Edition from National Instruments Corporation, 11500 N. Mopac Expressway, Austin, TX 78759-3504. DIADEM a National Instruments product, provides Center for Countermeasures with a single software solution tool that can located, load, visualize, analyze, and report measurement data that is collected during countermeasure testing performed by CCM. DIADEM is used by CCM to also provide informed decisions on countermeasure products because the software allows for CCM analysts to quickly access, process, and report on large volumes of scattered data. DIADEM is the premier analysis tool for a wide arrange of engineering/analysis reporting capabilities. The statutory authority for this sole source procurement is FAR 6.302-1. Again, this notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within three (3) days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
