Request for Information: Subject to final approval, The Department of the Treasury?s Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with Tobacco Merchants Association (TMA) for on-line live access to industry information concerning economic, legislative, regulatory, trademark, brand and statistical data, market by market and company by company. The Government intends to award for a base period and two (2) option years. Mission: TTB?s mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance. Nature and Description of Action: The Alcohol and Tobacco Tax and Trade Bureau has regularly accessed the TMA website for the past several years, in order to obtain tobacco information vital to its mission. Available data bases provide statistical information, current legislation and regulatory trends, details of development of new products, company changes, and import/export data, all necessary for TTB analyses and compliance issues. As no other product provides the aggregate of information needed by TTB personnel, a sole source to Tobacco Merchants Association is intended for this order. No other known source provides the complete updated industry information. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than five days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. Vendor shall provide company information, along with socio-economic status. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to TMA.
