On February 20, 2013, NASAs Game Changing Development Program issued NASA Research Announcement NNL12A3001N, Appendix D entitled "Technology Development for Miniaturized Electrospray Propulsion (MEP) Technologies in Support of Small Satellite Propulsion Systems. NRA Appendix D involved a progressive competition process and two acquisition phases: in Phase I, the selected offerors would complete the design, development, fabrication, and testing of micro-thruster technologies; and in Phase II, the selected micro-thruster technology would be further developed to TRL 6 and for a possible space flight demonstration via the Small Spacecraft Technology (SST) Program. Contracts for Phase I were issued in September 2013. In accordance with NASA FAR Supplement 1817.7301-4, the Government did not intend to issue a new, formal solicitation for Phase II, however Phase II would be synopsized in accordance with FAR 5.201 and 5.203. This is formal notification that NASA LaRC will not be proceeding with the execution of Phase II under this NRA Appendix. This synopsis is for information purposes only. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service.
