Notice of Intent to Sole Source Engineer Research and Development Center (ERDC) Contracting Office intends to solicit on a sole source basis to UES Incorporated, 4401 Dayton Xenia Road, Dayton, OH 45432-1801 for a requirement to purchase 3 Panasonic Toughtabs (FZ-G1), 3 Preloaded and preconfigured proprietary SilverHAWQ interface and control software, and 16 Biological Recognition Cartridges. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the SilverHAWQ hardware is unique and proprietary to UES Incorporated. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), soliciting from a single source. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. CST on 17 September 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
