The service required for this current procurement is to procure product development and sample production of ultrasonically compressed MODRaC prototypes. Ultrasonic compression is superior to other pressurized compression in that the injected ultrasonic energy serves to partially cook the sample and thereby meld ingredients together. Typical compression methods yield much less cohesive products with inferior cohesiveness and textural acceptance. The vendor will use specified CFD bar formulations for calorically dense mini-meal products and adapt process parameters and ingredient profiles to produce acceptable ration component prototypes. This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely at the discretion of the Contracting Officer.
