The USACE, Engineer Research and Development Center (ERDC) intends to award a sole source contract to HX5, LLC, 212 Elgin Pkwy SE, Fort Walton Beach, FL 32548-5897. The statutory authority permitting the procurement of this requirement by other than full and open competition is 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1(a) (2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. The requirement is for the continued Research and Development (R&D) services currently provided by HX5. Typical requirements include: conducting tests using both physical and numerical models, monitoring and documenting laboratory and field testing, analyzing and testing various physical and environmental phenomenon; preparing draft and final reports, developing efficient and practical solutions, developing technology transfer strategies and guidance, vulnerability scanning and assessments, management of ERDC's Research and Development Environment (RDE) network, configuration management, and various other related requirements. In order to allow the continuity of services it is necessary to issue an award to HX5, LCC the incumbent. The inability to award this contract to the incumbent vendor will result in a loss of program continuity leading to unacceptable delays in fulfilling the Agency's requirements and substantial duplication of cost. This notice of intent is not a request for competitive proposals and no solicitation is available.
