The U.S. Army Corps of Engineers intends to award a sole source cost (completion form) type contract to Stanford University to provide services to further the understanding of long-term risk reduction from activated carbon treatment of sediment. Aligned with this purpose, the goal of this project is to assess the ecological recovery of a contaminated site after in situ treatment. The main objectives of this strategy are to incorporate rapid, inexpensive assessment tools to measure contaminant concentrations in the sediment pore water, to use a biodynamic modeling approach to predict contaminant burden at the base of the food web, and to develop a general model to predict the ecological characteristics of recovery. The three objectives are tied together in that biodynamic modeling predictions of contaminant uptake, which depend on contaminant pore water concentrations measured with the rapid assessment tools, are employed in the general ecosystem recovery model. Using this comprehensive strategy, researchers will assess the ecological recovery at Hunters Point Naval Shipyard Parcel F (San Francisco Bay, California) after in situ remediation by activated carbon amendment. It has been determined that a follow up study is needed to assess the long-term risk reduction for hydrophobic organic contaminants in sediment amended with activated carbon. Stanford University is uniquely qualified as they worked on the initial project to develop a comprehensive strategy to assess the ecological recovery of a contaminated site after in situ treatment. The proposed contractor has the specific expertise in developing and applying a mass transfer model appropriate for assessing long-term trends in HOC uptake and reduction in pore water concentrations for field conditions which is linked to assessing long-term sequestration ability of field-aged AC and in evaluating possible adverse effects of AC amendment on local invertebrates which will aid in determining which marine invertebrate is most feasible as a biological indicator for risk assessment and monitoring the effects of PCB sequestration in marine sediments. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a Cost type contract to Stanford University for Measurement and Modeling of Ecosystem Risk and Recovery for Insitu Treatment of Contaminated Sediments.
