The US Army Medical Research Acquisition Activity proposes to award to 3Shape A/S, Holmens Kanal 7, 1060 Copenhagen K, Denmark on a sole source basis for a Legato2 3D scanner to be used in research protocol comparing the real-ear-attenuation at threshold (ANSI/ASA 12.6-2008) of custom-molded earplugs manufactured using two different methods. The research will use US Army Aviators as volunteer participants and custom-molded eartips will be made for their Communication Earplugs (CEP), a communications device that improves speech intelligibility while providing the best possible hearing protection available using barrier technologies alone. Competing this requirement and awarding to any other source would result in substantial delays. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
