ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to QinetiQ Inc., 2345 Crystal Drive, Suite 909, Arlington, VA 22202. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Award will be made in accordance with FAR Part 12. Due to the sensitive nature and experimental data that is relevant to the joint US/UK data exchange agreement, QinetiQ, Inc. is the only company capable of supporting the assessment of fire sled testing between the U.S. and U.K. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 am CST on 26 June 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
