A--HIGH POWER K BAND TRAVELING WAVE TUBE AMPLIFIER

NASA-GRC intends to award a sole source contract modification on or about September30, 2008 to L-3 Communications Electron Technologies, Inc. of Torrance, CA for a 40 W,25.65 GHz TWTA for communications to the TDRSS satellite. Under contract, L-3 hasalready developed and built two units of the 2300HE TWTA for the Lunar ReconnaissanceOrbiter (LRO) mission. The Contractor will use residual parts from this effort toprovide the required 40 W, 25.65 GHz TWTA. Any other contractor would be required torepeat design and testing activities which have all ready been accomplished.As such, L-3 is the only source that has the unique knowledge base, internal technicaldata and experienced personnel to successfully perform this extended contract effort.This is not a formal solicitation. This synopsis is not considered a request forproposals. There is no solicitation document available. Interested organizations maysubmit their capabilities and qualifications to perform the effort in writing to theidentified point of contact not later than 4:00 P.M. Eastern time on September 30, 2008. Such capabilities and qualifications will be evaluated solely for the purpose ofdetermination whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetitive basis, based upon responses to this notice is solely within the discretion ofthe Government.
