The Government does not intend to award a contract or any other type of agreement on the basis of this synopsis or to otherwise pay for the information solicited under this synopsis. This is NOT a request for proposal or an invitation for bid. The intent of this INDUSTRY DAY,17th January 2008 at the Air Force Research Laboratory (AFRL) facility Edwards AFB, CA is to obtain market research on the details for the Draft BAA announcement. Responses will not be considered as proposals and no award will be made as a result of this synopsis. Information will be released in sections. Therefore, entities who wish to participate in this market research should maintain an awareness of announcements on Federal Business Opportunities (http://www.fedbizopps.gov/). Only U.S. contractors who are registered and certified with the Defense Logistics Services Center (DLSC), Federal Center, Battle Creek, Michigan 49017-3084 (800-352-3572) that have a legitimate business purpose or who are teamed with one of the registered contractors need attend. Industry Day Purpose and Objectives: The following presents the program area of interest for which AFRL is initiating efforts to develop new or enhanced technologies. The program area is focused on the functional or business area that directly corresponds to the mission of the Propulsion Directorate (RZ), Space and Missile Propulsion Division (RZS), Engines Branch (RZSE). The Third Generation Reusable Boost (3GRB) program is to investigate innovative concepts to achieve IHPRPT Phase III Hydrocarbon boost goals in addition to responsive launch goals for a reusable liquid rocket engine system. This advanced technology program will be focused on developing technology advancements to achieve IHPRPT Phase III Hydrocarbon Boost goals including responsive launch and reusability goals. The government defined goals are for a liquid rocket engine system which produces a percent improvement in relation to the IHPRPT hydrocarbon boost baseline engine. The 3GRB goals are a 17% increase in mission average specific impulse (Isp), 100% increase in effective thrust to weight (T/W), 35% decrease in production cost, 75% reduction in failure rate and a defined number of cycles for mean time between removal (MTBR). The goals also include a defined number of cycles for mean time between overhaul (MTBO), a limit for the amount of time required to turn-around the engine and a defined throttle range. The 3GRB goals shall be demonstrated utilizing liquid oxygen (per MIL-PRF-25508F) as the oxidizer and Liquid Methane (per MIL-PRF-32207) as the fuel. AFRL is particularly interested in novel technologies and cycles and program approaches that will ensure program success while meeting or exceeding all goals. The program is intended to provide AFRL with the most cost effective schedule to obtain goal achievement validation to eliminate or reduce new technology risks.
