Notification of the SEC's Intent to Award a Sole Source Purchase Order to The Trustees of the University of Pennsylvania

The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a sole source basis to The Trustees of the University of Pennsylvania, 3451 Walnut ST, RM P221 Franklin BLDG, Philadelphia PA 19104 for subscription to the Wharton Research Data Services (WRDS) system. The contracting officer has determined that The Trustees of the University of Pennsylvania is the only source that can reasonably meet the SEC’s requirement in accordance with FAR 13.501(a) – Sole Source Acquisitions. The SEC requires subscription to a web-based data management system designed to facilitate retrieval and manipulation of data from a wide variety of financial and economic sources. WRDS is the only known source for the consolidation of the data required by the SEC, both current and historical, from several sources in a format useful for researchers. The total estimated value of the contract is below the dollar threshold in FAR 13.5 for Simplified Procedures for Certain Commercial Products and Commercial Services. The period of performance for the purchase order is anticipated to be one year with four one year options. The SEC intends to award a purchase order to The Trustees of the University of Pennsylvania on or about December 27, 2023. This notice is not a request for competitive proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement by the response date of this notice.
