ElesevierThe Centers for Disease Control and Prevention intends to award on a sole source basis a commerical contract to Elsevier, Inc 360 Park Avenue S New York, New York 10010-1710. This commerical contract is for the purpose of providing electronic access to journals, clinical and scientific research information which are mission essential to CDC investigators and research scientist. The period of performance is a base period of one year plus four(4) one year options. Scope of Work The vendor will provide access to the following resources to complete the requirements (tasks) specified through a single interface. A. Science Direct (1) Online access to 200-225 subscribed print journal titles (Subscribed print titles with online access) (2) Online access to 325-400 subscribed online journal titles (E-only titles requiring annual renewal for archive access (3) All Cell Press titles: Cancer Cell Cell Cell Metabolism Current Biology Developmental Cell Immunity Molecular Cell Neuron Structure B. Subscribed Titles (which are not yet available through Science Direct (as of September 2007)) but which would be required when they are available online: [Note: Online access for these titles is currently obtained through the respective society] Academic Emergency Medicine American Journal of Kidney Diseases Journal of Renal Nutrition Seminars in Hematology Seminars in Oncology C. Databases (1) Embase (or Scopus) (not both) (2) MD Consult D. E-Books ? minimum of $1000 purchase based on the ?pick and choose? model per contract year: [Note: When available online the following book titles are requirements:] Bailey & Scott's Diagnostic Microbiology, 12th Edition Methods in Enzymology. See Appendix III. TASKS (Requirements) TO BE PERFORMED A. Access will be provided at an enterprise level available to anyone with a valid CDC-ID regardless of work location. B. Ubiquitous access, i.e., no user-name/password required. C. IP Recognition as an IT standard for access. D. Resources described above will be available in a range of delivery options, including but not limited to intranet and PDAs. E. Compliance with SFX and other linking tools to allow for interoperability among library and agency resources. F. Support multiple system specifications, including Client/Server/Network requirements. G. Support government Interlibrary Loan and Document Delivery standards and service in compliance with copyright laws, including the CONTU guidelines. H. Advanced and basic search and retrieval options I. Technical help provided on an as-needed basis J. Special reports available upon request and the ability for the Library to run reports on demand. K. User manuals and other formats of resources may be required to support offsite research initiatives. Elsevier exclusively publishes the journal titles accessible through the Science Direct Interface. The authority for this sole source is FAR 6-302-1- Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Classification System Code is 519190. This notice is not a request for competitive proposals and no solicitation is available. However, firms that believe they can provide all of the above named products need to submit a written notification of interest and capability to the Contracting Specialist within 15 days from the publication date of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
