Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) order under BOA number N00019-05-G-0008 for services and engineering support necessary for the Tomahawk Block III and IV All-Up-Round (AUR) integration into the SSN-774 launch platform, specifically Block III Capsule Launch System (CLS) and Torpedo Tube Launch (TTL) plus Block IV CLS variants. This effort includes technical support in the areas of systems engineering; mechanical engineering; electrical engineering; performance engineering; safety; integrated logistics support (ILS); integration, verification, and test (IVT); software engineering; as well as program management. NAVAIR intends to award this effort to Raytheon Company, P.O. Box 11337, Tucson, Arizona 85734-1337. Raytheon is the only company capable of performing this effort. Since 1994, Raytheon has been the sole developer, designer and manufacturer for the Tomahawk AUR. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk AUR missile. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. Because a detailed knowledge and expertise of the Tomahawk missile is required to perform the services and engineering support necessary for the Tomahawk Block III and IV All-Up-Round (AUR) integration into the SSN-774 launch platform, Raytheon is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
