69--Amendment of Special Notice - Notice of Intent to Issue Sole Source Award - DoD OIG General Contract Courseware and Learning Management System

This amendment provides a response to vendor request for clarification as follows: Inquiry - Request confirmation that courses would need to be specific to the Department of Defense Offie of the Inspector General and its employees. Government Response: Yes, courses would need to pertain specifically to the OIG community based on the following: The Government (IG) requires a learning initiative as part of the OIG larger corporate strategy to systematically provide each member of the workforce with cost effective developmental opportunities. This requires special and specific coursework to support the initiative. A key goal of the OIG leadership is to improve professional staff development programs which build on previously identified core competencies in a cost effective manner. The IGEL program is the OIG's venture into c-learning which is a recognized and sanctioned effort within the President's Management Agenda designed to improve the management of strategic human capital associated with these types of oversight agencies. These courses and courseware have been tailored to the specific need of the IG community because of the specific oversight activities required in an effort to perform the IG mission.
