SYNOPSIS -- AIRCREW LIFE SUPPORT SERVICES FOR COLUMBUS AFB, MS. This announcement constitutes the synopsis only. The requirement for Aircrew Life Support Services for the 14th Flying Training Wing at Columbus AFB, MS, is being conducted under the Office of Management and Budget (OMB) Circular A-76 (revised 1999) guidelines and AFI 38-203, 19 Jul 01. Although the solicitation will be issued and negotiated by the AETC Contracting Squadron at Randolph AFB, TX, the Life Support services will be performed at Columbus AFB, MS. A summary of the required services (not an all inclusive list) includes the following: a) The service provider shall requisition, size, fit, issue, control, maintain, inspect and repair all assigned aircrew life support equipment and associated training equipment. b) The service provider shall provide and oversee the Wing Life Support Program. c) The service provider shall prepare, coordinate, schedule, conduct, monitor and manage all Aircrew Life Support and Code of Conduct Continuation Training for the wing. Please see the solicitation, which is projected to be issued in January 2004, for further description. A draft Statement of Work will be posted to FedBizOpps within two weeks. The projected cost comparison date is 25 Oct 04. The projected date for contract award (following an appeal period) is 26 Feb 05. The projected period of performance is 14 Mar 05 to begin Mobilization, 13 Jun 05 to begin Transition, and 01 Sep 05 for Contract Start. There will be at least four option years, running 01 Oct 05 – 30 Sep 06, 01 Oct 06 – 30 Sep 07, 01 Oct 07 – 30 Sep 08, and 01 Oct 08 – 30 Sep 09. A waiver is being processed to allow two addition option years, running 01 Oct 09 – 30 Sep 10 and 01 Oct 10 – 30 Sep 11; however, there is no guarantee this waiver will be approved. The negotiated procurement will be accomplished by the Performance Price Tradeoff source selection method. The cost comparison impacts a total of 24 DoD enlisted personnel.
