J--Notice of intent to award a sole source, Justification and Approval, and Contract Modification

Notice of intent to award a sole source contract modification under the authority of Federal Acquisition Regulation Part 6, Subpart 6.302-1 (only one source) and FAR 52.217-8 (Option to Extend Services). The Mission and Installation Contracting Command, Installation Contracting Office at Fort Riley, KS intends to contract with Dell Marketing L.P. One Dell Way; Round Rock, TX 78682-0001 on a sole source basis for Dell Server Maintenance on Fort Riley, Kansas. The estimated duration of performance is 6 (six) months. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than the 15th day after this notice is posted. Detailed capabilities must be submitted to the Installation Contracting Office Fort Riley, Attn.: W911RX10F0054; 1792 12th Street; Fort Riley, KS 66442. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. ( IAW FAR 5.207(c)(16)(ii) when using FAR 6.302-1 as authority) All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. PWS:Warranty work on Dell-Power Edge Server (20 ea). If a new requirement is awarded, it will be awarded as a firm-fixed price contract with a six (6) month service with the period from (1 September 2013 thru 28 February 2014). The primary type of work will include facilities support services under the North American Industry Classification System (NAICS) code 811212. Working under this requirement the contractor shall furnish all labor, travel, parts, repairs and technical support necessary to maintain 20 servers and Dell OEM equipment. The contractor will provide 24X7 telephone supports to perform initial diagnosis and/or service. When on-site service is necessary, contractor will respond within the response times listed in with the priorities.
