THE US FISH AND WILDLIFE SERVICE IS MODIFYING A CURRENT PURCHASE ORDER 701819M243 ON A SOLE SOURCE BASIS. THIS IS A REQUIREMENT FOR SHIP REPAIR (NON-NUCLEAR). THIS SHIP THE "CAROLINE" A 63 FT VESSEL (DIESEL) IS CURRENTLY IN DRY DOCK WITH SOUTH COAST SHIPYARD INC, 223 21ST ST., NEWPORT BEACH CALIFORNIA 92663. THE VESSEL WAS INTIALLY ESTIMATED TO NEED ABOVE WATERLINE REPAIRS IN THE AMOUNT OF $15,183.50. AFTER BIDDING FOR THE INITIAL REPAIR WORK SOUTH COAST SHIPYARD HAD WON THE BID ON THE INTIAL REPAIRS. REPAIR WORK WAS NOT ANTICIPATED TO BE MUCH MORE THAN THE INITIAL AMOUNT. UPON HAULOUT/DRYDOCK, AND HIRING AN APPRAISER/EXPERT IN SHIP REPAIR, IT WAS DISCOVERED THE FOLLOWING REPAIRS ARE GOING TO BE NEEDED:repair bilge pump breaker replace survey A.3 outlets mentioned with gfci outlets service automatic fire extinguisher supply distress signal kit repair non operational ship's horn supply new epirb unit replace with new, smoke detector replace with new, (2) carbon monoxide detectors replace with new, (3) bilge pumps, and wiring repair fwd escape hatch remove existing fwd and side deck hardware; remove s.s. railing; remove side decks, remove fwd deck, remove portions of dissipated cap rail; treat, repair as necessary, substructure; saturate same with epoxy penetrant; lay in new marine grade plywood to fwd and side decks; grind to fair, fill, fair, same; apply unidirectional biaxial fiberglass to new deck plywood; fabricate, scarf in, portions of cap rail previously removed; glass over same; primer new areas; paint with new nonskid, newly fiberglassed areas; reinstall previously removed hardware and railings remove, replace with new, cracked port engine water hoses clean all battery terminal connections remove, replace with new, cracked generator exhaust hoses repair vacuflush vacuum generator leaksremove, replace with new, corroded hydraulic hoses disassemble, service, reassemble, (15) frozen open seacocks remove, replace with new, port, stbd, rudder packing seals repair leaking cockpit deck above exhaust hose fittings remove exisiting pvc plumbing from water system; replace with non freezing material install protective covers on engine room lights remove all wire nuts throughout vesssel wiring connections, replace with proper wire crimps remount loose electrical panels repair all loose and cracked connecting tabbing throughout vessel let in new portion of cut member below main cabin remove, reseal swimstep bolts at transom thoroughly steam clean all bilges disassemble, clean, reseal, (7) raw water strainers prove bonding continuity throughout vessel, repair as found make stove operational repair fwd shower remove, replace with new, (4) port, stbd, cutlass bearings remove, install new, bennett trim tab pump heat, remove, frozen after cooler mounting studs tap out corroded threads on after coolers and blower threads at mounting area repair after cooler side plate fastener holes disassemble air dam operating shafts, remove air dam plates, clean, reassemble, with new springs fabricate new mounting board for (1) rotted autopilot motor mounting board reconditioning of port, stbd, propellers; pitch, balance material cost for new pss shaft seals ( # 16) additional labor on shaft removal due to shafts being frozen in couplings ( necessary to heat, acid treat, nuts frozen in internal couplings ) descale port, stbd, heat exchanger intake plumbing found .75% clogged; welding to leaking heat exchanger end covers grinding, welding, polishing, of port, stbd, shafts at dissipated packing areas; refacing of couplings grinding, welding, polishing of port, stbd, rudder shafts at packing area; and blade edges THIS VESSEL WILL BE SAILED FROM NEWPORT BEACH, CA TO KODIAK, AK LATE AUGUST AND IT IS CONSIDERED A SAFETY ISSUE TO NOT MAKE THE REPAIRS AS RECOMMENDED BY THE APPRAISER. IN THAT THE VESSEL IS ALREADY IN DRYDOCK AT SOUTH COAST SHIPYARD, PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED IN ACCORDANCE WITH NOTE 22. A MODIFICATION TO THE ORIGINAL PUCHASE ORDER WILL BE ISSUED 07/23/2009 FOR THE EXTRA UNANTICIPATED REPAIRS. .
