The Social Security Administration (SSA) intends to negotiate solely with Compusearch Software Systems, Inc. located at 21251 Ridgetop Circle, Suite 100, Dulles, VA 20166-6501 for software maintenance. PRISM software maintenance is proprietary to Compusearch and is sold directly and supported and maintained only by Compusearch. No other entity other than Compusearch own the rights to sell, distribute or maintain PRISM software and software maintenance. The authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." SSA intends to establish a firm-fixed price purchase order for PRISM software maintenance with a period of performance of 12 months. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
