The U.S. Army Contracting Command - National Capital Region (ACC-NCR) intends to award a Sole Source, Firm Fixed Price contract to L1 Identity Solutions, Inc., 296 Concord Road, Suite 302, Billerica, MA 01821-3487. This Sole Source contract, in support of the Biometrics Identity Management Agency (BIMA), is for proprietary software maintenance support for the Department of Defense (DoD) L1 Enterprise ABIS License. The period of performance is 1 twelve month base period beginning 27 August 2011 through 26 August 2012 with 2 one year option periods. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) FAR 6.302-1(a)(2)- Only one responsible source and No other supplies or services will satisfy Agency requirements. The L1 ABIS application is a proprietary solution developed by L1 and as such, L1 Identity Solutions is the sole source of maintenance for the L1 ABIS application. This notice is valid until 23 August 2011, 9:00 AM EST and is NOT a request for proposals. The Government does not intend to submit a solicitation for proposals.
