This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-08-Q-3MH279 is issued as a {Request for Quotation (RFQ)}. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 05-14. The applicable NAICS number is 326192 and the small business size standard is 750 employees. This will be awarded as a Firm Fixed Price award. This is a small business set aside procurement. The USCGC VIGOROUS has a requirement to purchase the following: RENEW DECKING IN LISTED SPACES WITH COSMETIC POLYMERIC EPOXY RESIN, TYPE 11 (ONE-STEP EPOXY SYSTEM) ON USCGC VIGOROUS (WMEC-627) CAPE MAY, NJ WORK COVERED BY CONTRACT: Contract work shall encompass the following items of work as described in these specifications. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. WORK INCLUDED: The contractor shall provide all labor, materials, equipment, transportation and supervision necessary to perform the work as described herein. All work shall be conducted per this scope of work and all applicable Federal, State and Local laws, regulations, codes and directives. Work of an incidental nature not expressively described in this scope, although necessary to complete the project, shall be completed. GENERAL: Electrical power, water and sanitary facilities are available at the site. Use of electrical power is limited to tools that can operate on 120V AC/ 60Hz, single phase. 1.1 Preparation: Field verify measurements of area to be covered with Cosmetic Polymeric Epoxy Resin, Type II (one-step Epoxy System) flooring, approximate area is 2,185 Sq. Ft., 11 spaces. Contractor will coordinate with VIGOROUS to secure affected spaces. Individual spaces and approximate Sq. Ft. for each space are provided in Table 1 below. Contractor will install the new deck covering system(s) over the existing under-layment. Current decking will be prepared for the application of the new flooring according to manufacturer recommendation. Contractor shall be aware that interferences in way of work include, but are not limited to deck drains, scuttles, furniture, piping and hatches. Contractor shall provide and install epoxy flooring. Contractor shall provide VIGOROUS with MSDS sheets for all chemical materials used on job. Seams, expansion joints, cracks, holes and other imperfections shall not be visible in finished product. Color will be selected by VIGOROUS during the preconstruction meeting or after review of color charts/samples. Contractor shall provide all manufacturer recommendations for each product used on the job site. All manufacturer recommendations shall be strictly adhered to. Contractor is responsible for and must prevent dust and fumes from going throughout the ship. Contractor must build as needed a barrier and provide filtered exhaust ventilation during their working hours. Clean-up of site will take place as needed to prevent dust, dirt and other items generated as part of the construction from being distributed throughout the ship. Contractor is responsible for removing any and all debris or other safety concern generated by their work. Ships ventilation system will be secured during any process that could produce dust or fumes. Failure to request the ventilation system be secured could result in contractor being responsible for cleaning entire ventilation system (filters, ducts and coils) and all spaces it serves. The Contractor shall install the deck covering system(s), including associated cove base. Each step of the process must be inspected and approved by VIGOROUS representative or VIGOROUS will not accept work as complete. 1.2 Furnishing Storage: Contractors will inform VIGOROUS of start date allowing three (3) working days for crew members to remove obstructions from any affected areas. 1.3 Protective Equipment: Contractor is responsible for furnishing and staff shall wear proper protective equipment. This is to include, but is not limited to safety goggles, rubber type gloves, respirator and clothing as required by the manufacturer to prevent chemicals and paint or other liquids from being absorbed thru skin or inhaled. 1.4 Equipment: Contractors equipment shall be in good repair and meet OSHA standards. Frayed cords, damaged or broken ladders, missing guards, etc. will not be allowed on sight. Equipment shall be approved for and designed for area of work. 1.5 Material: Contractor is responsible for storage and security of their material and equipment. If materials require a controlled storage environment, contractor shall provide that also. At no time is material to be stored or stock piled in or around any portion of the cutter or pier. Contractor is responsible for debris originating in the work area and any damage it may cause by being blown down wind. In the event of severe weather in the area, contractor is responsible for and shall secure all of their tools and materials being used on the work site. Contractor is responsible for receiving all of their materials, government will not receive, sign for, off-load, store or transport contractors materials. 1.6 Unforeseen Conditions: If any unforeseen conditions occur, contractor will provide written detailed description of condition, recommend solution to, size of affected area (square feet) with detailed cost for additional work prior to commencing work. 1.7 Completion and Acceptance Upon completion and acceptance of work, the contractor shall provide the VIGOROUS a 1 year warranty on the materials and labor. NOTE 1: All trash shall be removed from the base. Contractor shall manage and dispose of all wastes resulting from their operations in accordance with applicable Local, State and Federal requirements. NOTE 2: No underage visitors are authorized on site. Employees and suppliers only no dependants, minors or anyone else not directly associated with ongoing work. NOTE 3: No pets of any kind on worksite exception being service animals for the visually or hearing impaired. Documentation will be required for the animal to remain on site. SITE VISIT: All bidders are strongly encouraged to visit the site to verify quantities before submitting bids. Interested parties shall make arrangements with Alex Quintero or Kevin Grickis at 609-898-6800. Contractor is requested to provide samples of possible colors. MILITARY REGULATIONS: The contractor, his employees and sub contractors shall become familiar with and obey all regulations. All personnel employed on the project shall keep within the limits of the work and not enter any other areas outside the site of work unless required to do so in the performance of their duties. The Contractor?s equipment shall be conspicuously marked for identification. There shall be no smoking inside the skin of the ship. WORK HOURS: Contractors shall perform all on site work during the normal operational hours of 0700 and 1530 Monday through Friday except Federal Holidays. Any deviation from normal hours must be approved 24 hours in advance by Alex Quintero or Kevin Grickis. PERFORMANCE: All work shall be completed within 30 days of notice to proceed. CLEAN-UP OF WORK AREAS: The contractor shall remove and properly dispose of all trash and debris incident to the contract work from the limits of government property, as well as all adjacent affected areas. Disposal shall be in accordance with Local, State and Federal regulations. Any floor, wall or ceiling surface that may have been stained or soiled by the contract work shall be restored to pre-construction condition. ACCEPTANCE OF WORK: Prior to the acceptance of work by the Coast Guard, the Contractor shall arrange through Alex Quintero and Kevin Grickis for final inspection of the work site to ensure compliance with all contract requirements and to identify necessary corrective work.
