Notice of Intent to Award a Blanket Purchase Agreement The Defense Supply Center Philadelphia intends to enter into a Blanket Purchase Agreement (BPA) with the 3M Company. The BPA will initially cover the supply of items, sole source to this manufacturer, in Federal Supply Classes 4240, 7690 and 9390, (see attached list of items). While all products to be covered by the agreement are currently sole source to the 3 M Company, prospective suppliers are invited to comment as to whether they could supply the items, or equal products, at a better value to the government. Suppliers may submit information concerning prices and alternative products (products of a different manufacturer having the same form, fit and function) as well as general comments. Responses received within 30 days of this notification will be considered and additional agreements may be awarded when determined to be in the best interests of the government.
